Financial Assistance Compliance & Payment Quality Assurance

The Challenge
A community-based organization administering multiple financial assistance programs needed a reliable first-level review process before participant assistance requests could move to final approval.
Requests required coordination between eligibility, program requirements, supporting documentation, budgets, vendors, payment information, and HMIS records. Incomplete or inconsistent requests created the potential for inappropriate payments, documentation deficiencies, and downstream compliance issues.
The Solution
A structured pre-payment compliance review process was applied to each request.
Reviews evaluated participant enrollment and eligibility, the allowability and reasonableness of expenses, alignment with participant stability plans and available budgets, program and expense classification, vendor information, and supporting documentation.
Each payment request was compared against its source documentation to identify discrepancies, missing information, or unsupported expenses. HMIS records were reviewed to verify that program enrollment and financial assistance were appropriately documented.
Requests requiring correction were returned to program staff with specific documentation or information needs before proceeding through the approval process. Following payment, HMIS services were reviewed against approved assistance to verify that participant records accurately reflected the financial assistance actually provided.
The Result
The review process created an additional control before funds were disbursed, helping identify eligibility, documentation, vendor, payment, budget, and data-quality issues before they became larger financial, reporting, or compliance problems.
